Default 1999 Dodge Ram

I have a problem with my wiper blades they froze up while trying to clear snow off my windshield. I have tried to replace the wiper motor and nothing changed. The switch works on the high beams and the blinkers. Does anyone have any solutions

Checked the linkages? Maybe broke inside the cowl area. Welcome to DF.
