From what ive seen on most if not all 1999 trucks, is that vacuum port is not used and should have a rubber cap on it. With out the cap you have a major vacuum leak on the intake manifold.

On my 01' 4x4 auto it apears it T's and runs into a shieth with the cruise controle cable leading to an actuator. Prolly just caped for modles without.
