Default 98 ram sport

I have a 98 ram sport 1500 4wd, i changed clock spring last july n the cruise n horn quit again so i put another new 1 in n now the cruise works but the horn doesn't. Tested hrns n they r good, checked fuse n relay n both good, is it possible the new clock spring was bad? Also tested for power to horn n i had none.

Just an idea.. as i have no idea about the clock spring. But when testing the horn, you made sure to have someone actually pressing the horn on the wheel correct? I would assume the horn would have no power if no one is pressing it? Just thinking..

Swap the horn relay with the A/C clutch relay and see if it works. Test both the A/C and horn before/after swapping, might be something simple like that.
