What is this line? The top one and where does it go

The small hard plastic line that runs forward then across the front of the TB and head towards the battery?
Vacuum to the cruise control?

Yes that small line.Thank you. Do you think that could cause a noticable vacuum leak?

Other than affecting cruise control or vent controls, not much. If you pull the vac line of port on the intake , rpms will increase a little, then pcm will make adjustments to get back to target idle, like closing IAC plunger.
