Exclamation Steering wheel adjustment?

I've got a 99 1500 4wd. Replaced the outer tie rod yesterday, knowing itd screw my alignment...so I did a cheapo 2x4 alignment which surprisingly got it perfectly straight....except for the steering wheel. How and where do you adjust it to set it straight?

Loosen the sleeve next to the steering box, turn on ignition to unlock steering, turn sleeve to straighten wheel, tighten sleeve.

The top one in this pic (not mine):

Perfectly straight isn't good. Causes wander. Needs some toe in. Even minimal. Too much and your scrubbing tires off. Too little or none causes one wheel to point out on corners and allows wander on roads with dips and dives and ruts in them.
Needs some toe in.
