Default Help with code P0443

I have a 2001 Ram 1500 4x4 reg cab 5.2 engine auto tran. Looking for help with code # P0443 Evap purge Solenoid Circ.

It's whining about the control circuit for the purge valve. Make sure you are getting power to the valve, and you see 12 volts on the control side as well.

Does the engine need to be running to check for power at valve? Or can the key just be in the on position?
