Default Fuel guage not working, replaced it, still not working

I have a 1998 Diesel Ram with a fuel guage stuck on empty. I replaced the sender and it worked for a little while, and failed. I just removed the tank and found that the two wires had disconnected from the sender. I put them back in place and pinched them down so they made contact.

Having been burned once, I then reenergized the truck, turned on the key and moved the arm. It did not adjust the fuel guage. It stayed on empty. I checked the resistance of the guage and it is right (110 Ohms at mid point).

I checked the incoming wire and it is showing about 300mA to ground. I am stumped. Anyone have advice? Does it need to be in some fuel to work? Is there a fuse somewhere?

In the restoration industry I bench test sending units all the time with a meter. It doesn't have to be submerged...
