found it attached to the rear window after removing a large camper off my 97 2500 Cummings.

Antenna booster for a cell phone. Remember the older cell phones would not work very well inside vehicles.

That be my guess, either a booster, or a 'through glass' antenna for the old bag phones.

Have one in my '95 on the rear window.
