As RacerHog mentioned, pull the cover off the PDC(under hood fuse box) and clean the connections with electronic cleaner. Pay special attention to the one large plug with a single screw in the middle. MAKE SURE TO DISCONNECT BATTERY FIRST. Do not reconnect battery until dry.
Also remove and clean all under hood ground cable connections.
Unplug and replug the PCM harnesses and check for corrosion. Again make sure battery is disconnected when doing this.
These connections are known for causing intermittent problems when a little corrosion sets in.
If this don't help then check fuel rail pressure.

For starters, the voltmeter needle position is dictated by the PCM, rather than being a true (standalone) voltmeter, so either the PCM is losing its view of the charging system or the CCD is not hearing the PCM talking to it. That seems quite likely to be relevant and so a good starting point in the troubleshooting effort.
I agree with HeyYou. This is text book lack of fuel delivery. There is enough fuel pressure to run under no load, once you put a load on it, there is not enough fuel. A plugged filter (on the pump), Fuel Pressure Regulator (on top of fuel pump), or failing pump... the top problems.
I would wager that the pressure is low. Once the engine is running, the PCM can compensate, to a degree.... for low pressure..... I would also imagine that at high RPM, you would see the mixture going lean.
