Front right tire locks up in reverse and neutral

So I jacked it up yesterday and there was no resistance going forward but a decent bit going backwards

Here any rude noises? Did it feel 'crunchy', or did it turn smooth both directions?

Pull the wheel and see if your brake pads drag when the rotor is turned backward. If so, the likely culprit is an old, hardened caliper seal. In that case, just remove the whole caliper assembly and turn the rotor backward again -- if there's no drag, it's a perfect time to do a brake job. Don't forget to inspect the soft lines and replace them if/where necessary.
