Default fan clutch issues?

The fan on my 99 ram 1500 is always on full tilt, even after it has warmed up. I had the fan clutch replaced but it's still always on. I know it shouldn't be like that because ive never heard another ram that sounded like a city bus all the time. Before I had the fan clutch replaced, the old one would sometimes let go when it was very cold out (like 10 degrees f) but now it doesn't even do that. What's the issue?

It shouldn`t sound like that all the time, my 2000 ram is very quiet, as yours should be, in cold or hot weather.
Were are you getting your replacement fan clutch from ?, what brand ?.
Sometimes these trucks can be very picky when it come to some parts, so you might want to get a fan clutch from a dealer. It will be a bit more expensive, but it will be a true dodge OEM part.

I put this one on my truck and hadn't had any issues:

How freely does your fan spin by hand? My dads durango fan will keep turning a little if he pushes it, my truck has a lot more resistance, it does not spin at all after I let go
