No wait to start light

I have a 1999 dodge 2500 diesel and my wait to start light and my fass pump are not coming on when I turn the key on to start.I have good fuel pressure after truck is running and the truck runs good as long as it is plugged up or its warm.Is showing a p0237 code.I have been told that it may be my ECM.Just wanting some input.
