Late Update: (sorry)
Took the cover off the steering column, I need a Torx security screw bit to get the multi function out, so I can put in another one and see if it works.
This a T-20 right?, I am going to get the bit at Pep Boys tomorrow.

I dont want to buy any parts until I know exactly whats wrong here because I am currently out of work, and watching pennies.

I feel like this may be the mutlifunction because the headlights work on high beam, but not low.

Are the bulbs good? If you move your wheel up and down (tilt wheel) do the lights come on?

I think the bulbs are good, I explained it all at the top of the thread.
I need to know if the security screws are T-20 (Torx) before I run out and buy the bit.

Got a volt meter? Find out where you lose power before taking too much apart.

Power from low beams comes in to dimmer switch on violet/white wire. Power comes out of switch on black/orange wire, and lite green wire. If you have power on both of those with the low beams selected, the switch is fine.

I dont have a volt meter or multi meter.

And do I have to do anything special to disable the air bag first?
Should I iust unhook the battery cable?

I suggest you get a volt meter then, even if it's just a cheap one. No point just throwing parts at it, 'hoping' you will find the right one by accident....... Better to do proper testing, and KNOW you are replacing the failing part.

Yeah, for the air bag, just disconnect the battery, and then wait ten minutes before digging into the column.

This just keeps getting better, just found out I have no brake lamps except for the high mount, the bulbs are good. I replaced one just to make sure and checked the fuse in the power box.
I also have no four ways. but the turn signals work.
This has GOT to be the multifunction, right?

Certainly begins to sound that way. Brake lamps all go thru the mf switch. (except the high mount)

It's fixed!
New mf switch went in yesterday, $70 part, ten minutes worth of work, everything Hunky Dory!
Thanks for all the answers and suggestions!
