Not adjustable.
When you reset the PCM, it forgets pretty much everything it ever knew about your engine. One of the things it does at the first turn of the key after being reset, is "relearn" a selection of sensors. TPS, and IAC being right there at the top of the list.
My usual procedure after a PCM reset is to turn the key to "On", making sure not to be touching anything at all, count to ten, THEN start the engine. PCM learns zero values for tps and iac that way.

Yes, on some cars, TPS is indeed adjustable. So far as I know though, on our trucks, it is not. When a new sensor is installed, resetting the PCM gives it the opportunity to relearn the 'zero' value of the new sensor. Does that value change over time? Entirely possible. But, simply resetting the PCM again will solve the issue.
