Do you even hear the relay click when you turn the key on?
yes that's what I was talking about when I swapped out the fuses. I switched it with the horn relay and no I don't hear any kind of click when I turn the key on.

Try putting in a jumper between pin 30, and pin 87, see if the pump runs.

I borrowed a relay tester from the fleet shop where I work. I tested it and there is no short in the wiring. As I had the tester in I banged on the gas tank and I could hear the fuel pump kick on. I let it go for a few and then I tried starting it up and it did. That will come in handy when I go to work on it and want to move it into my barn. Ill put the tester in and hit the gas tank so it can prime up. I really don't want to work on it where it is sitting right now lol.

Yep, sounds a lot like time for a new pump.

ok so I went ahead and got a fuel pump from the junkyard. It really wasn't that bad of a job if I eventually have to put a new one in there. but anyways I'm all done and I can hear the fuel pump kick on when I turn the ignition over now. I primed it for about 3 or 4 turns before starting it up. It fired up and I let if run for about 10 minutes and then went on a drive for a few. however I noticed that when I turn the ignition over I can hear the pump kick on then off like it should. when I start it up and let it run I can hear the pump kick back on and continuously run and never shuts off. I have never noticed on my truck or any other car that the pump runs like that. so is that normal for it to continoulsly run like that. I'm not really sure because like I said I have never noticed it staying on after you fire the engine up.

Yep, if the engine is running, so is the fuel pump. Perfectly normal.

You got one from a junkyard and installed it in less than 3-1/2 hours? You're good.
