Unhappy Starter 97 Ram 2500 5.9 V8 gas

Hey everyone, I replaced my starter a couple of days ago, but was having issues getting the bottom bolt back in. I drove it for the past 2 days without that bolt in, it started fine ach time, but this morning it won't start...I just get the clicking and then nothing after a few tries.

I don't know why the bottom bolt won't go back in but I think it may be that the nut is threaded too far down on the piece of stock that goes into the mounting hole? It just won't catch at all.

Am I putting the threadstock in backwards? Should it go through the starter mounting hole with the coarse threads & lockwasher first, or the fine threads & lockwasher first? The nut is stuck on as pictured and my vise grips are on a jobsite so if its fine threads first, what exactly do I need to buy at the store to make this work?

Coarse threads go into the block. Thread the stud in first, without the nut. put it in as far as you can get it, then put the lockwasher/nut on.
