im sorry I misunderstood, I thought you meant they wouldn't stay locked in the receiver.. you mean the inertia device isn't stopping the belts on hard braking....
FYI just a quick pull isn't enough to see if they are locking, you have to be moving .. get the truck up to about 30mph ( 48 KPH )
and hit the brakes hard and they should lock up

Today I got some more information from my "Dodge dealer" about the system. It works when you have impact. A switch (two metal blocks) will be activated and tighten the seatbelt.
Each seatbelt (sides) have this system. So you can't force it. But indeed what you say, it's worth to try when I got some speed!
Mine will lock just sitting in my driveway, when I step on the brake......
possibly they changed it for 98 model year my SS/T is 97 and so was my ramsport and neither one would lock when brakes were hit parked.. had to be at speed..

I can confirm it now, my '97 need speed to lock the seatbelts. I need a speed about 18 or 20 mph...hit the brakes hard and the seatbelt press me back in the chair. Mysterie solved. Thanks for all advice!!
