Default No 4x4

New to site here.
My 4x4 won't engage.
I checked vacuum lines at actuator.
I have vacuum on both lines. Huh.....?
Shouldn't it be only on one line?
The black one for 4x4?
Weather shift to 2wd or 4wd both lines have vacuum.
