Default Steering Issue

I have a 99 Ram 1500 4x4. it is very hard to steer. It feels like the power steering is not working. The reservoir is full of fluid. Where do I start troubleshooting? Thank you.

Start by jacking up the front and steering it engine off, key in, lock to lock. Look for binding or sticking.

Open up the pump and with the belt off, turn the pulley by hand to see if the fluid is moving.

Check the tensioner that the belt is tight and turning the pump.

With the cap off, run the engine looking for fluid movement. With front end still up, you can watch for bubbles. There may be air in the system.

All of this can be done for no cost. If all checks out, it may be time for a new steering gear and/or pump.
