hi i have a rebuilt 46re in a 1998 dodge ram 2500 5.9 v8 4x4, has all new electric solenoids and a remain tc. It will shift up fine then its like when it gets to its last gear it gets stuck there till i push it all the way to the floor it will finally down shift. but what really gets me is when im slowing down just before i stop it shudders like hell to the point it just about cuts the truck off, if i throw it in neutral right before im about to stop it wont do it at all. Ive adjust both bands and tv cable. plz someone help me im stumped on what it could be

 

Take it back to where you had it rebuilt, and show them what it is doing.
