P1756 code on my 01 1500 ram sport 4x4 automatic

My truck isn't shifting code read for an evap leak I can't go over 20 mph and my rpms sit at 4,000 looking for somed insight on my problem my truck is currently sitting at a mechanic shop trying to figure out the problem

P1756 code is a Manufacture specific code:

Governor Pressure Not Equal To Target At 15–20 PSI
