98 RAM 1500 5.2 2WD 46RE Wont Upshift to 3rd

Hello,
I have rebuilt my transmission and replaced everything including all friction plates, sensors, solenoids, thrust washers ect... including a new torque converter complete rebuild. I was able to reuse the drums and linkage assemblies for they were still in like new condition. This transmission has lasted 375,000 and Id like to get that again if I can. The issue I'm having is I have the transmission back in fluids all filled up and lines connected, When taking the truck out for a test drive the truck seems to not want to upshift from 2nd to 3rd? I dropped the pan again to see if there was something loose or maybe I didn't adjust the bands right but to my avail, everything checks out fine. This is driving me batty lol. No leaks and all the seals look to be holding great. Is there a purging procedure or something I may be overlooking?

Make sure the trans is actually full. You can't check fluid level in park, has to be in neutral. Park will give you an artificially high reading. Also check TV cable operation/adjustment. If it's stuck thinking you have your toenails in the radiator, it won't shift until it hits redline.....
