Default 1999 1500 hood not sitting flat




Driver said sits flat like it should but passenger side will not

Because it's the wrong hood.

That's a Sport hood which had a different bumper and facia. Get the standard hood and grille and you're good.

My factory hood did the same thing and I switched the grills and it still will not sit flat

The passenger side hinge isn't going down all the way.

the grill is hitting the bump. Like mentioned, the sport grill requires a bumper with a "dip" in the middle for the taller grill. This may not be the only reason but its probably part of it. Start by removing the grill.
Then like Heyyou mentioned, check the passenger side hood hinge. Something is wrong there too.
Always be sure to close you hood by pulling down from the center only. Closing it from one side or the other will cause this as well.

You mentioned your OE hood. if you changed hoods you probably just need to adjust the hood hing to the right spot.
