Default Cruise control not setting

Hoping someone can help me narrow down a problem. I have a 1998 Ram 1500 with the 5.9L / 360ci engine. My cruise control won't set. I get the green light indicator on the instrument panel when I turn cruise on, but it will not set when I push the set button.

I thought the problem was likely the clock spring because my horn also didn't work. I have replaced the clock spring, but the cruise still will not set.

Any information or advice as to what the issue might be would be greatly appreciated. Thanks.
