Default does a fuse box always have power going to it

98 ram 1500 5 9 2wd pulled fuse and relay to trailer plug still has power going to it

Yes, the fuse box always has power going to it. Check the wiring, somebody may have done something different with the wiring. I recently rewired a ford for someone, it came with a factory harness, all that had to be done was plug in the right connector at the bumper and anchor it, The wires for the connection was taped up under the bed, complete with connectors and rubber covers. I'm talking trailer brakes, backup lights, auxiliary power, the works..... On this ford, someone had wired stuff direct to the battery, then spliced into the taillights....the whole thing was messed up. Cut it all out, installed a trailer connector, and everything worked. Oh, had to replace a fuse.
