2001 5.9 Over charging battery at idle

Default 2001 5.9 Over charging battery at idle

Hey guys
​So I'm getting a warning while I'm idling and the volt meter gets pegged past 18v. If I start cruizing down the road it will go down to 13v.... until I come to a stop sign or red light, then it goes back up.
I went to Auto Zone and got one of those cheesey external regulators... and according to 5 other Rams on YouTube, I have it wired up properly.
I'm still overcharging... any thoughts?
Maybe the unit is a cheap dud?
maybe it's not the regulator?

That's bizarre, I would expect it to be overcharging while driving, not at idle..... Is it the same regardless which gear you are in? (fwd, or rev, park? neutral?)

I would say take the alternator in to be tested, but, I don't think the typical parts store has a variable speed tester.
