High beam lights always on!

The fact that there is a dim high beam indicator when the lights are set to low beam is a telltale sign that there is a high resistance connection to ground somewhere on the high beam switching side (remember the lamps are switched to ground, +12V comes directly from the fuse box to the lamps). Here's what I'd do: Pull the high beam relay for the inner lights and the foglight relay. Pull off the connectors on all 4 lamps. Turn on headlight switch. If there's still a dim high beam indicator there is a chafed wire or similar between the relay sockets and/or the headlight connectors and the multi-function switch. If not, start plugging things in one by one starting with the outer lamps, then the inner lamps and then the relays. Check every time if the problem reappeared.
