I went to the parts store after doing some testing and got and new external voltage regulator and plugged it in and it solved the problem. I guess it was just a coinencedence that both the PCM and junk yard regulators failed in the exact same way.

Im also using the alternator off a 94 12 valve which I believe is a 130 amp.
