Busted vacuum line?

Default Busted vacuum line?

99 1500 5.2 4wd

These 2 pieces appear to be a broken vacuum line of some sort. The line comes out of the firewall beside the ac lines. Other end goes into the intake. Are these supposed to be connected? If so, will it be ok if I clean both ends well and splice them together securely? If not, how shall I repair/replace this piece?

I would suggest testing your hvac, it might be the main vacuum line that operates the vents. To repair it use heat shrink tube.
