So I'm screwing around trying to get the ever so awesome TV cable adjusted properly (because it didn't have one on when i bought it from an auction) on a 99 ram 1500. Was a bit concerned because the throttle cable seems loose, so I plugged in my OBD and noticed that my throttle position is read from ~11% at closed and 71% at full throttle. Is this normal? It stays at 71% even if I open the throttle all the way from under the hood. As far as i know everything is stock on it.

Yeah, pretty normal. It will never go to zero, but, I think it should get higher than 71%...... Could try replacing the TPS, but, it may or may not make a difference. (they are relatively cheap.....) Best bet would be to look at TPS voltage on the scanner if you can, or, use an analog meter to test it directly, and see what voltage does.
