What do you think would be wrong if all the fuses are working and getting power? I tested it and everything is working except the turn signal relay. I even get power to the multi function lever. I really hate to start looking at individual wires behind the relay bank.

That's where you will have to start...try putting the system in halves if there are plugs on the same wire.

I see. And if I get nothing from it I suppose it's because I have a short in the wires going to that plug.

Here's how I would troubleshoot it: Pull the flasher relay, then with a voltmeter (test light can work too) check:
- voltage between chassis ground and pin 48 (see FSM for pinout of the socket). Should always have power.
- voltage between chassis ground and pin 51. Should have power with ignition on.
- assuming pin 48 has power, test voltage between pin 48 and pin 50. Pin 50 is the ground for the timer circuit. Should show voltage if the ground is good.
- test voltage between 48 and 49. Should only measure voltage when hazard is turned on.
- test voltage between 48 and 47. Should have voltage with the turn signal on either left or right.
Report back.

So the 51 constant hot pin is getting power but none of those combinations were working.

Sounds like there is no power on pin 48 which in turn is getting power from the PDC under the hood. So check fuse B (20A) in the PDC, check with a voltmeter to ground that both sides of the fuse see power. There are little contact points on top of the fuse so you can test with the fuse in place.

So I have a good fuse in there and it gets power but I noticed that pin 48 isn't getting power. I wonder if I need a new panel in there or if I need to start by finding the exact wires go to it. It's definitely a hard area because they give you no room under that relay board.

Sorry but I'd think you have to dig into the wiring now. You're looking for a black/violet wire running from the PDC to the fuse panel inside. In the PDC is a big square(ish) connector that is held with a hex bolt. I believe you can pull the black cover off the connector without unbolting it. The wire is in one of corners. Inside it's bit more of a pain, the wire ends at connector 2 which is the middle connector of the three towards the firewall. It also runs through the big rectangular connector on the cowl but you don't want go in there unless you absolutely have to. Check for power along the way.

I'll check it out. If the wires are all getting power then I'll try installing another pdc board. Hopefully they will have it at the junkyard.

Guess you meant if the wire is not getting power. If there is 12V on the black/violet wire at the PDC connector the problem is not in the PDC. The junkyard is probably gonna sell the whole PDC but people have been taking these apart and repaired the printed circuit board. However another option is to do a "workaround"(hack) and use an inline fuse connecting 12V to the black/violet wire. If the PDC is the problem to begin with, which I kinda doubt.
