i don't think so. it isn't on my truck, 2000 ram. and to the best of my knowledge the vin tag has been riveted to the body since the mid to late 80's.
there is a tab from the pinch weld flange that the vin tag is riveted to. that's why the tab is body color.
here is a pic of my vin tag. see the yellow around the vin tag. this is that tab. my truck is yellow so the tab is yellow. if it were attached to the body the dash or frame it would be dash colored.
as i posted earlier to change the vin tag you have to remove the windshield.
on current model cars the vin # is a painted on the tag with a solvent, lacquer thinner, soluble ink. if you accidentally spray solvent cleaner on the tag it will wipe the vin # off. they do this because it's easier to put the scanner code on the tag. the #'s are not stamped on the cars. they haven't been for years. i have worked in a body shop since the early 80's. i have see hundreds of vin tags riveted to the body when the windshield has been removed.

That's false. That is attached to the dash. How do I know this? Well when you replace a dash in a Ram you have to replace the VIN tag. When working at the Dodge garage it is even in the instructions. Your Vin tag is attached to the dash itself.
i have never been there when a 2000's dodge ram windshield has been taken out. you might be right.
in YOUR pic you circle the vin tag to show the tag attached to the dash. if it were directly attached to the dash the vin tag should be centered in the dash window at all times, how can it move from the center of the vin tag window in the dash? to get this pic view this dash would have to be broken. and better yet, why is there a vin tag window in the dash if the vin tag were attached to the dash?
in my pic you can easily see body color next to the tag. in my experience this tells me it's attached to the body. if it were attached to the dash or frame you would see the dash color next to the tag.
yes it looks like yours is riveted to the dash. you can see dash color next to the tag.
the pic i posted is from my car a 2000 and the tag definitely looks to me like it's riveted to the body from the body color next to the tag.
here is another pic of my 2000 tag. you can easily see body color on the outer end of the tag. if it were on the dash it would have dash color next to the tag, my dash is dark gray.
compare the two pics and you can easily see the difference. even the windshield shading is different between the two trucks.
also notice how much closer the tag is to the bottom of the windshield, also notice how high the windshield shading is in my pic in my pic compared to the 95 tag pic.
I changed the windshield back in 2013, though the previous was glass looked same IIRC. Found picture from that time, which shows that there is nothing else than brittle plastic under the tag. Wonder why I didn't use the windshield adhesive to secure the flapping tag, would've cured the rattle problem once and for all...
But, I just walked past my 1996 Grand Cherokee, and there you can easily see that dash plastic has recess for the tag, and tag is riveted to a steel tab, which is black like the Jeep body. Can't remember how it was on my 1996 Suburban.
On a Dodge, maybe they changed it for the 1998 when the new dash was introduced

i looked at LMC about dash pad differences. the dash is the same from 94-97 and from 98-01 in the 1500 and 02 in the 2500 3500 trucks.
so my guess is YES it must have changed in 98 with the new dash pads and slightly different windshields.
i worked at a GM dealer bodyshop in 96 when your suburban was new. i can't guarantee this but it thought GM's had their vin tags riveted to the body like my truck.
