Running a vacuum line from some vacuum source, to the inboard port on the actuator, would have the front axle locked whenever the engine was running. I don't think there is a spring in there to disengage it when vacuum isn't applied.
Correct (as always ) on everything. The actuator uses vacuum to keep the fork disengaged.

Spent some time yesterday under the truck, did the hose clamp trick. Easy fix. Funny part, I tested the switch that actuates the 4wd lite, and thought it was bad. I was surprised to see it light up one the hose clamp was installed. I just have to track down the point where the white feed line enters the tee that feeds the blend box controls, as of now, its just blowing air onto the windshield. I admit, I had had to pick thats so bad. Somewhere on this site, I found the reference to what to cap to fix that. If some one here can point me it, I'd appreciate it. Thank you for helping me through this process.

Check out the wild vents threads. I think there are a couple in the FAQ section.

Thanks. I'm looking for th white feed line to the controller on the transfer case. They are all the same greasy black color, lol. The main thing is the 4wd is back operating, heater blows warm air in the right general area, I'll get if figured out eventually. Appreciate the help.

Feed line is back by the distributor. It enters the vacuum lines on the passenger side.

Found it. The white line was encased in a sleeve, so it was tough to find. I noticed that several of the rubber boots that are on the lines, are a loose fit at the source. Seems like they should be tight enough to not fall off when I bump then. BUT, because they did, I found where the white line tee'd into the line, Happy accident. Nice to have 4WD again and the air blowing where its supposed to.
Thanks for the help!

I removed all the lines (except the breather hose) going to the transfer case

If a Posiloc is installed, wouldn't you be able to have 2 wheel drive low range? Just don't engage the Posiloc.

Yep you can do that now if you install a vacuum solenoid on the 4wd vacuum line and run a switch
