99 Ram 2500 IOD fuse good but Dome, Cargo, hood lights out, seatbelts locked etc

Also, the CTM is not on the circuit that is powered by fuse 12 so I don't think that's the culprit. The seat belt control module is though.
If any other things work on that circuit that would mean it's sending out power. If none work I believe it will be a wiring issue

what works: the Data Link Connector, ignition switch, radio (powers on and shows clock, no sound), glove box lamp,left and right visor lamp, overhead map lamps
What does not: Underhood lamp, power mirror switch, seatbelt control module, dome lamp, cargo lamp.

I used a multimeter to check Fuse 12, when grounded (black probe to frame) and put red probe into lower blade of fuse I get 12 + volts, upper blade I get .1 (negligible) When I put both into the fuse I get a complete circuit and around 12+ volts going through.. results are similar with key turned on or not.

Next step is to see if the components share a wire. If they do start there

Good info. If we ignore the underhood lamp for a moment as it comes out on a different connector at the junction block, all other non-functioning items are downstream of joint connector 5 and connector 203. I'd look at C203 next, pin 5 pink wire should have 12V.

The next test spot is splice 310 which supposedly is near the left rear speaker. Sorry I can only go by the FSM.

Miralce of miracles.. power mirrors work, dome light works, cargo light work.. Still do not have working seatbelt Module.. I am not sure why they started working. I did pull and push back all the connectors along the way, maybe was just lose.. Thoughts on checking Seatbelt Module? I have continuous 12v to the Pink wire at the module

One thing I noticed when looking at the wiring diagrams is that the dome light, power mirror, seat belt module and solenoids, CHMSL share the same ground. See pages 8W-15-11 and 8W-15-12. On the seat belt module that is pin 13 black/pink wire. Check with an ohm meter that it has a solid ground, or just check the grounds in general.

I would go straight to checking grounds. When multiple items fail simultaneously, it is almost always a ground issue. Frequently, ground connections can visually look just fine, but still be weak. You can just tighten all of the ground connections on the body and frame as a start (especially on the firewall). I personally prefer to lightly sand all of the connections clean And then coat with dielectric grease. As a truck mechanic, I’ve learned that the ground connections on the firewall are one of the first things I look at any time I am seeing strange electrical symptoms or failures effecting multiple circuits.
