Default 99 Ram 2500 IOD fuse good but Dome, Cargo, hood lights out, seatbelts locked etc

I have searched online and in the forums for some direction on this. Hoping I can find some here, my 99 2500 cummins, is having an issue with the dome, cargo, hood lights out, the radio on but no sound and seat belts locked. From what I see this is typical IOD fuse issue but I pulled the IOD #12 fuse in black case and it is good. What other things can cause this? Short in the Seatbelt Timer Control Module? if so, can i test it before I buy a new one? Or could my Interior fuse box be bad? Is there an inline fuse somewhere that could also cause this? Any advice/help would be appreciated. Thanks

Replace the fuse anyway, and see what happens. They can *look* good, but still be blown.

I replaced the fuse and put a little dielectric grease on it too, just Incase. No change.

Will the dome lights come on when you manually turn them on?

No they won't. You can hear a click click they should but they won't, neither will the bed cargo light.

See if you are getting power to them. My memory is slipping me but I think the CTM controls everything that isn't working, so it could be a bad CTM

Thanks. I will check power to each. Is there a way to test the module? I have pulled the middle seat already to get to it.

The CTM is behind the kick panel (below the steering column) I am unaware of a way to test it without a DRBlll scan tool

Hold on ... if "black case" means the PDC under the hood you've been looking at the wrong fuse. It's fuse 12 in the "junction block" which is the inside fuse panel. The panel gets power from the PDC fuse 1 (50A).
