Question transmission downshifting problem

Thanks, bulb in cluster is good, comes on when you first turn on truck. I will be checking switch next..another thing, changed trans fluid, govenor and shift solenoids. When at highway speed 65 or so,step down on the peddle to downshift and transmission cycles back and forth and won't stay down shifted to pick up speed before it shifts out.Fluid is full, have checked for vacuum leaks, can't find any.Thinking maybe torque convertor?, or is there another solenoid somewhere?

Start by checking the tv-cable, so that it has the correct adjustment.
