If you need to do a pressure test you will need a gauge and a hose to connect to the trans. If it's something you dont have or want to do take it to any trans shop they can do it for you.

TV cable adjustment procedure is in the Service Manual. (don't have one, get one here.) TV cable is more about shift points, and how firm they are though. Now, with it being that far out of adjustment, *maybe* could be the issue. Worth a shot at least.
