Default 1997 Ram 2500 5.9 Diesel Indep Front Susp Axel Nut

Hello,

I just changed my inner/outer tie rods, inner and outer (tapered) wheel bearings, shocks, ball joints and all front bushings. As I was finishing, and installing the rotors attached to the spindle by an axle nut, I am at a crossroads. The manual suggests that I tighten the axle nut to 20 lbs, then back it back 1/4 turn, then hand tighten the axle nut and install the cotter pin. CAN THIS BE RIGHT? All that is holding on my tire/rotor is a hand tightened axle nut with a cotter pin?

Please help.
