well the fluid was down a bit so i topped it up, i think the issue is that when i depress the parking brake pedal it engages but comes right back up wont stay down not sure why and ideas ?

Your emergency brake isn't working. Which means you don't have enough tension on the cables.

pulled on the cable didnt seem to have any play for it to come back all that would it not need at least 5" on slack ?

Next way to test your emergency brake is try it on a hill in neutral. If it hold the truck you are good. There is a spring in the pedal that can fail but I have never seen that before
