Can I have a dual exhaust system with no cats and two separate magnaflow mufflers in place of the cats?

 

Legally no (I have inspection license) you must have cats to get an inspection….

there’s only 1 cat where the y pipe meets, so you wouldn’t want a muffler there….usually rule of thumb is mufflers mount wherever but as long as it’s after the cab

 

As stated, if you don't care about inspections or removing mandated emissions control equipment, you can do anything you want.
