I took off my valve cover to see it's at true TDC and my timing dots still line up. I had to take the distributor out so can twist the oil gear one cw so that the distributor and go into the oil slot. Do what my service manual says the #1 on distributor points at 9°clock position... Is that correct?

Should be a notch in the distributor that the rotor should be pointing at.
