Default Plenum

So.. I know this topic has been beat to death. Here is my scenario.
Fully rebuilt engine (rings, heads, valves, valve seals). I bought the hughes plenum. Followed the instructions PERFECTLY. Well there is a possibility my engine is burning oil. I peaked inside the intake and there appears to be a little wetness. I know it's normal for some wetness but this engine still has only 2k miles max. So im not sure how much is normal. So I'm thinking maybe the plenum may be bad. So I want to get some things straight.

I DIDNT use rtv as instructed. Mistake or no?
I also did not use any type of loctite. Mistake or not?

The plenum on these trucks makes me want to absolutely scream. But at the same time I'd rather have this then something else be off... like the rings.

You should have used both. No loctite a bolt can come loose and fall into the engine. What about the pcv valve?
