Default Vacuum leak random not always ...

I have a 99 ram 1500 two-wheel drive 5.9 and I am getting a random vacuum leak that revs throttle until vacuum leak subsides and it is random when it happens and we'll go away during driving and then return think I have singled it down to the cruise control module but just want to verify if I can block that vacuum line off completely cuz I do not use cruise control.
