Default 97 V10 A/C question

Hey there; I'm obviously new here. I'm also new to dodge pickups. I'm researching a 97 2500 V10 4x4 that's for sale. The person sent me some pictures, and I noticed that there's a bolt (or something?) protruding from the center of the A/C compressor pully. Is this normal? Anything to be concerned with? The truck apparently has around 160k miles, if that matters.

Huh...I just noticed that there's a red wire on the driver's side of that a/c compressor that's clearly cut. Anybody know offhand what that wire is for? It might just be something that everybody does to their v10 dodge pickups, as far as I know! :-)

Definitely looks like some parts are missing off the front of that compressor. I would expect a spacer of some sort, and a nut/washer should be there.

As for the cut wire.... no clue on that one. I have a 98, and cut wires under the hood are not something I know of any reason for.

I've been looking on oem parts sites, and it looks like the a/c compressor clutch is what's missing! I'm also now guessing that the wire is snipped so that the a/c can't be turned on. Sheesh. I've got a message into the seller.
