Solved

Although the vacuum lines were attached correctly on the CAD. They were switched up by the transfer case. I switched them and everything works perfectly now. Thank you to all who chimed in.

The guy i bought it from thought the 4wd had serious issues which drove the price way down so lol i'm super happy 😝
