Default 99 ram 1500 third tail on cab having issues

So my light on the cab hadn't been working for awhile even after changing the bulbs so I ordered an LED one and put it on and the reverse lights come when connected even though the truck is off would like to finally have this light issue fixed thanks in advance

Not reverse lights, they are cargo lights. Before you dive any deeper to wiring, check that you don't have them turned on from the switch.

I swear I already check for that and my truck doesn't have cargo lights as far as I'm aware

Was your door open when you took this picture?

No it wasn't I check that already
It's on door open or shut with the key off and the cargo wheel rolled all the way down
Maybe cause it's an LED light?

Maybe. I would unplug it and check with voltmeter. But maybe on a time delay after closing the door.

Did these older rams even have features like that?

I don't have my 96 anymore. Can't remember. Owners manual may address it. I'd also look for cargo light.
EDIT: Now that I think about it. Isn't that the 3rd brakelight?

No time delay, On my 96 the only way to get the cargo light to come on is move the switch. From the pic you have 3 wires going into the plug, One is ground and the other two work either the bed light or 3rd brake light. But it shouldn't have power with both brake light and bed light off. Time to see what's going on there.
