Default Replaced pcm same problem with trans

I am getting 1763, 1762 codes. I believe I have an electrical problem on 5v reference circuit. My signal wire on my trans connector is at 5.18 volts unplugged. I did troubleshooting with advice from Hey You. He suggested pcm was bad I purchased new PCM and still have 5.18 volts on pin 4 on trans connector. I will get the code whether the trans is plugged in or not. I have no continuity between pin 4 and pin 2 with trans plug and c2 connector unplugged. Need help cause I don't know what to do next

P1763 Governor Pressure Sensor Volts Too High
P1762 Governor Pressure Sensor Offset Volts Too Low Or High

Problem is the return signal to the pcm.Sounds like the governor pressure sensor is the issue.

2001 dodge ram 1500 4x4 5.2l. I am reading 5.18 volts on signal wire without it plugged in to trans. I did replace the gov pressure solinoid and transducer.
