Low RPM at Highway Speeds and Accelerator Pedal Fully Depressed

Remove the tps off the throttle body then test voltages with out it running (ignition on) Turn the tps manually and see what wot is.
Sorry for the delay, I was out of town for the weekend; WOT was 5.12V. The tps seems to move a few degrees (maybe 10-15) more than the throttle body. Tps looks like 95 degrees of movement and the throttle body looks to be about 80 or so. However with my foot fully depressing the gas pedal the throttle body does get to the same position as when I manually open it.
I decided to check the fuel pressure (keys in engine off, idle, and WOT) just to ensure it wasn't a fueling issue and confirmed that the fuel pump is operating at ~48-50 PSI at all times (manual says 49.2 +- 5 PSI is acceptable). I'm kind of at my wits end here and just decided to bite the bullet and buy a Snap On MT2500 as the local dealerships apparently aren't able to perform a fuel sync or look at any detailed diagnostics with their newer scanners (???). I'm hoping this might be an issue related to tuning, fuel sync, or if it's something else perhaps the extra information provided by the scanner will help me sort things out.
I will post an update once I get it (shipping says March 14th) and figure out how to use it, in the meantime if anyone has any suggestions I'm all ears.
You can usually find a good working Snap-On MT2500 scanner on the used market (Craigslist, FB Marketplace, etc.) fairly reasonable these days. When you purchase it, be sure to find one with the appropriate primary cartridge to handle your year truck. You will also need the cable with the OBD2 connector on the end of it. Lastly, plan to swap out the 9 volt battery for a new one, as most I find have a dead 9 volt battery in it from sitting due to non-use. If you plan to keep your truck for several more years, they are worth having, as these 2nd gen trucks aren't getting any younger.
Howdy all, I just got back from a month abroad and in that time ordered a Snap-On MT2500 and what was supposed to be a full kit. It appears that the seller included the incorrect data cable and while the listing stated it included adapters for Chrysler it appears it didn't include the OBDII adapter or any personality keys. I found a chart online denoting the keys and which ones work with each type of vehicle but it appears there are several options for Chrysler vehicles. Does anyone know if it matters which key I snag so long as it is compatible with Chrysler vehicles? Thanks!
It did come with a ton of cables, but the data to OBDII cable was the incorrect one, and it didn't come with the separate OBDII adapter. I reached out days ago but have yet to reply, and the listing wasn't eligible for returns so I'm stuck with it (might chargeback the credit card in the event they just fully ghost me), but in the meantime I just want to order what I need and hit the ground running. I wanna drive this baby so badly

The chart looks like if covers ALL of the snap on scanners..... Hhhmmmm.......
When I use my MT2500 with the Chrysler primary cartridge that covers the Dodge Ram truck's year, I don't believe that it asks me for a personality key. Now on ODB1 stuff, it most certainly asks for the personality key. Do you have a specific Snap-On cartridge that covers Chrysler vehicles for specific years or do you have a generic "black" cartridge that gets programmed by the Snap-On guys to cover a wide range of domestic or foreign vehicles?
As for the data cable, I believe its a fairly common serial cable with a Snap-On ODB2 connector (that accepts a personality key) on the end of the data/serial cable.
