Unplug the front O2 sensor, see if the PCM still sees 4volts on the return signal. If it does, you have a short there to the 5 volt supply circuit. Need to find that, and fix it. Of course, this is the sensor where the connector is up on top of the trans...... Yeah, that was nice of Dodge.
Sorry for the delay, the weather here has been crap. I checked the intake plenum to find that it was blown. I purchased the repair kit from Hughes and installed. The truck does not have a power loss issue anymore. But it does backfire (a little less) and still throw the code for the O2 sensor.
I took the entire wiring harness out of the ram and have been testing continuity. All of the wires are showing continuity.

Does it run better with the O2 sensor unplugged?

Its runs about the same it’s backfires slightly less. Once it gets to operating temp either way, it backfires. But it backfires slightly more with the o2 hooked up

All 8 cylinders tested green.

Afterwards, compression test showed all cylinders between 135-140

Getting any misfire codes yet?? Numbers look good.... What plugs are in it??

No misfires codes, at all.

The spark plugs are champion coppers, I don’t remember the part #

I would suspect either a failing coil, or crank sensor..... The coil is cheaper.... if you end up replacing the crank sensor, only a mopar sensor please. These trucks don't like the aftermarket fellers.

It's been a crazy month and a half. I still intend to change the ignition coil out. I finally figured out the issue to the O2 sensor code, and the O2 sensor is finally communicating data. When the PCM is reset the truck backfires significantly less, as a side note. Will post again once I have changed to ignition coil.

Here is the live data that I've pulled from the vehicle:
As soon as O2 starts reading:
1/1 O2 Jumps between .14 and .80
1/2 O2 Jumps between .1 and .3
1/1 STFT 14 - 20 at startup, 2 - (-5) once warmed up
1/1 LTFT -9.1 - (-12) at startup, -30 - (-32) once warmed up
1/1 Adaptive Memory Factor 37-100
1/1 O2 Sensor Level - Switches between Hi O2, Lo O2 and Center
1/1 PWM O2 Heater 6 to 94 then repeat
1/2 PWM O2 Heater 6 to 94 then repeat

Map Vacuum 414 mmvac at startup, 432 - 440 mmvac warmed up
Map Volts 1.25 at startup, 1.25 warmed up
Barometric Pressure 683.2 mm hg/ 26.89 in hg -- At my house - 762.254 mm hg/ 30.01 in hg
TPS Volts .63 at su, .63 warm
CKP - 80 - 156 at su, 54 - 220 warm
CMP - 189 at su, 70 - 170 warm
Injector Pulse Width - 4.8 msec at su, 2.6 warm
IAC Steps - 34 at su, 21 warm
Spark Advance - Fluctuated between 6-20 no mattter when read
IAT - 60C/140F -- 32.2C/90F Outside
IAT Volts - 2.1
Ambient Battery Temp - 34C
Volts 2.02
ECT - 85C, 1.23 V
