I just had a chance last night to drive the '99 where I installed a CanCraft box. That box still feels great. The owner had said it was just "ok" but she's expecting it to drive like her Subaru. It wanders a bit but that's alignment -- the box itself is tight and responds immediately to inputs.

Since OP is in Canadia, I'd definitely recommend. But still not inexpensive.

I'd replace the hose first. It shouldn't get oily and dirty unless it's leaking. Since the engine is running, along with the fan, it won't drip. The fan will blow it backwards and then it will dribble down. That hose is 24 years old so it's nearing the end of its service life. If it stops the leak, you got off cheap. If not, it was due to be replaced anyway. On mine, a pinhole eventually split along the hose. It then puked steering fluid all over the engine compartment on the drivers side. Including the exhaust manifold. No fire, but a LOT of smoke.
